POL 3213 - Analyzing Politics Through Frames

This week's online activity, will be framed by the topic of "frames."  It is based on our course syllabus on Unit 3 -
Analyzing Political Psychology, and the reading on Polleta and Ho Frames and their Consequences (in the Oxford Hanbook of Contextual Political Analysis).

Frames are an element of political psychology.  A tool for understanding the psyche of political actors.  There is no one frame, and there are many forms of frames.  For our activity, I want you to be able to understand frames by doing your own political analysis of human behavior.

First, review Polleta and Ho's article.  and from it I want you to be able to do the following (individually)


  1. Pick a current news article, whether it be local or national.
  2. In the comments begin by typing the topic of the chosen article.  E.g. Rightist Politics of the Mindanao Quake.
  3. Copy past a significant part of the news article in the comments box.  Place the complete bibliographic citation at the bottom of the text.  This should only be one paragraph.
  4. Your second paragraph will be a short description of the facts of the issue.  Only one short, direct paragraph.  One thought.
  5. Your last paragraph should be able to identify the frame of the situation, and analyze the situation using that frame.  Quote the reading and cite the page.  Give a name for the frame that you use if it is not named.  Use a good, academic, professional term.

    The appointment of Vice President Leni Robredo as the new drug czar

    Vice President Leni Robredo on Wednesday accepted President Rodrigo Duterte’s offer of a lead role in his brutal war on drugs, even though, she said, she expected his administration would try to make her fail. Announcing her decision at a news conference, Robredo, 54, said she would use her position as cochair of the Inter-Agency Committee on Anti-Illegal Drugs to stop the killings in the President’s crackdown on narcotics and bring the killers to justice.

    The issue is about Vice President Robredo as she accepts the offer of President Duterte to spearhead the war on drugs. The war on drugs in the Philippines is one of the most prominent social issue of the current administration of the country. These bloody war against drugs grabbed the attention of several members of the government including Leni Robredo. She is now appointed as the new drug czar and states that she will provide alternatives to solve the issue.

    The topic presented can be contextualized as a realignment frame which requests for revisions of polity without completely rejecting the existing polity member and procedures (Ho & Polettta, 2006). The newly appointed drug czar would provide new alternative and procedures in apprehending suspects without ignoring the current polity. They would still face the existing penance of their crimes but she would present a new way in apprehending the suspects compared to the current procedure which is infamous for extra-judicial killing.

    President Duterte Gives Vice President Leni Robredo Power Over the Drug War

    Vice President Leni Robredo has the power to scrap the controversial "Oplan Tokhang" anti-drugs campaign of the Duterte administration, said Malacañang on Monday, November 11.The spokesman said Duterte had told him last Saturday, November 9, that he expected Robredo to be "on top" of the drug war and function as his "alter-ego."

    The issue here is that Duterte is giving his Vice President authority over the Anti-Drugs campaign, this is because the VP Robredo has continuously criticized this campaign ever since it has started and has done actions like consulting with foreign organizations like the United Nations for the Human Rights violations. Robredo will now be able to prove herself if she can do a better job than Duterte or fail miserably.

    The frame of this situation is the "Anti-Ruthless Governance Frame". According to the Oxford Handbook of Contextual Political Analysis on page 190, Frames makes a compelling case against injustices in society and a collective agency to change it. It depicts antagonists as human decision-makers instead of impersonal forces (Gamson 1988; 1992; also, Hunt and Benford 1994; Hunt, Benford, and Snow 1994; Klandermans 1997). The Drug war has always been seen as a bloody campaign that only targets the poor and marginalized instead of wealthy drug syndicates. This frame has been used by activists and critics alike against this administration for its blatant disrespect for human rights in order to push its agenda of eradicating illegal drugs. By giving Robredo authority over the Drug War, Duterte is now using this frame in a political strategy where if Robredo succeeds in fixing its problems, Duterte has succeeded too by appointing her and if she fails, it clears Duterte's name and destroys Robredo because she is the face of the opposition.

  4. Hong Kong activists wear pop-culture character masks in protest against the ban on face coverings

    Hong Kong demonstrators donned cartoon masks on Friday as they formed human chains around the city in defiance of a ban on face coverings at rallies. Gathering along the city's subway lines hand-in-hand, pro-democracy protesters masqueraded as characters including Winnie-the-Pooh, the Joker, and Guy Fawkes

    The protest is about the growing surveillance power of the Government of China over its people and the banning of face masks at rallies to prevent protestors to hide their identities. This move by the government is in relation to their plan of introducing a social credit score to the Chinese citizens through the use of surveillance cameras and Facial Recognition Technology. Protestors have began to wear face masks in defiance of the new law; some using masks that resemble famous popular culture characters such as: Winnie the Pooh, Joker, and Guy Fawkes

    The situation can be framed through the use of a "coded or implied frame", wherein activists utilize irony, satire, subtext and other subtle means to emanate their political message (Osa, 2003). By using these characters, it creates a strong deeper message that people can easily grasp, while also being slightly discrete to the government. The character Winnie the Pooh has become a symbol used in mockery of the current president of China. The new iteration of joker could represent the disconnect of the government to the needs of its people. And the Guy Fawkes mask as a symbol for the call for systematic revolution. Through the use of this frame, activists can spread their cause with a symbol that is understandable and tells the story of their struggle.

    Running on empty, these teachers still get the work done

    She recalled how she used to get extra pay whenever she’s given additional tasks like overseeing a student club or acting as class adviser when she was with her private employer. Now, she calls it a “buy one, take all” deal with the Department of Education – she earns nothing more but thanks.

    The situation of the teachers around the country is getting worse by the year, specially for the teachers in public schools. Teachers in public schools earn less than those who work in private institutions, not only are teachers in public schools are underpaid, they lack equipment, facilities and support. Deped and Ched have failed to provide equal and sustainable environment for teachers around the country.

    I'd like to call the frame used in the article as "Romanticisation frame". Polletta and Ho(2006) stated in page 193 of "the Oxford Handbook of Contextual analysis" that "they(political actors) invent and modify frames to take advantage of strategic opportunities and demands created by those actors.". this frames is rooted in our very own culture of resilience as Filipinos. This gave opportunity for the other actors to romanticize the situation in a way that it makes it "ok" to suffer through these circumstances because of the fact that these are noble acts. So instead of making the conditions of our teachers better, they instill to our subconsciousness that "hey, its ok, here's a thank you card from us. You're so resilient and you're doing a good job" is enough, rather than making sure that the teaching environment and compensations are justified.

    'Bulletproof'site doxxing Hong Kong Pro-democracy Activists

    A sophisticated anonymous website is targeting Hong Kong pro-democracy figures divulging personal details such as names, phone numbers, and addresses. The website HK leaks uses Russian-based servers and is encouraged by mighty groups linked to China's ruling Communist party.

    The issue here is that some people experience doxing attacks like the female reporter of "Apple Daily" from pro-democracy paper who received a lot of threatening calls. The Russian server was found to be the China-backed site, used so-called bulletproof anonymous hosting. Some experts believed that the problem is that HK leaks is a worldly-wise operation explicitly designed to elude prosecution.

    The frame of this situation is the "cycle of protest" wherein frame is seen as central in the other movement processes, including activists' selection of strategies and tactics (Snow and Benford 1992), their choice of organizational form (Clemens 1996), movement competition and alliance-building (Caroll and Ratner 1996), movement success (Diani 1996; Cress and Snow 2000),and movements collapse (Voss 1996). Activism has been emerged throughout the world and it is executed in different ways. The site serves as a tool to conduct social movements and used it as a weapon from their opposition. Social movements can also be a way for alliance building wherein the effective members of the team will come up together like what China and Russia did.

    Representational Politics in Clearing Operations of Manila City

    "Hindi ba kayo nahihiya diyan o talagang baboy din kayo sa bahay? Kailangan ko pa kayo sorpresahin? Pinaghahanapbuhay ko na nga kayo eh (Have you no shame? Or are you really pigs even in your own homes? Do I need to surprise you first? I am already letting you work)," Moreno told the vendors.

    This news article is one of the latest to cover the issue of obstructions in the side walks and roads. The setting is in the city of Manila, where Mayor Isko Moreno has initiated a wide campaign of clearing operations. In fact, it is because of his huge amount of effort, that the issue has become a main highlight. Because of this, Isko’s train of thought in making decisions has caught the attention of various personalities and organizations, such as the President of the Philippines, other mayors, the media, celebrities, even citizens, especially from social media. In other words, he is beginning to be pictured as the ideal and perfect leader the country needs.

    In a populist perspective, Isko is simply executing his mandate as Mayor of Manila City. The situation in the news article gives a view in the sense of transparency and effectiveness. Isko’s idea of visiting the street vendors and doing it as a surprise, are the center of attention. However, this only gives a spotlight towards the issue of obstructions, and encourages solving opinions. The manner into which one performs the action is also important. Communicating directly to the street vendors is what Isko has been doing as well. This is his process of accomplishing the task at hand. A frame of process is also needed in examining how Isko deals with the current issue. Frames combine a diagnosis of the social condition in need of remedy, a prognosis for to effect such a remedy and a rationale for action, a “call to arms” (Snow and Benford 1988; Benford and Hunt 1992). When one transmits a significant message, both the structure and impact are essential. In addition, expressing character and basing from experiences, can make a message have more meaning. Isko, growing up, had endured a life of poverty, and understands what it means to live with little convenience. Giving a message comes from how one perceives to understand an issue through years of experience on a profession. For Isko, the sense of discipline must be instilled, after going through a journey in politics. A committed portrayal of one that is direct and serious towards the issue, which explains him venting in anger towards the street vendors. The experiences he had gone through, from childhood to work, have shaped him into one that is strongly believed in, by the standards of populism.

    Local and international labor,rights groups condemn PH government's crackdown on activists

    The Kalikasan People’s Network for the Environment said in a statement on Saturday, November 2, that Kalikasan, alongside international enviromental and rights groups, raised what it called the "illegal arrests" reminiscent of the questionable process employed in President Rodrigo Duterte's controversial drug war.

    The recent arrests, disappearances and killings of activists in Negros and Metro Manila are reminiscent of Duterte's bloody war on drugs. The crackdown on activists is the government's action to reduce crime without respect to due process of law and human rights. Bystanders and 6 minors were red-tagged as they were "alleged"/ "suspected" members of the New People's Army (NPA) or Communist Party of the Philippines (CPP). This has been raised to the US Congress, asking the US to withdraw military assistance to state actions that violate human rights.

    The frame of this situation is the "civil society" frame, since the diverse groups are brought together in a coalition for effective reform (Ho and Polleta,2016). To contextualize it in this situation, the local and international groups all aim to make the administration accountable for its human rights violations by raising it internationally. Through the coalation of diverse groups, the halt of this government crackdown can be achieved through change by stopping international military assistance.

    Shakhtar Donetsk midfielder Taison sent off for reacting to racist abuse

    In the 74th minute of the home side's 1-0 win, the Brazilian put his middle finger up at the section of visiting Dynamo supporters and kicked a ball in their direction. Shakhtar Donetsk midfielder Taison was shown a red card for his reaction to racist abuse from the traveling Dynamo Kyiv fans during a Ukrainian league fixture on Sunday.

    Racism is still rampant at this age and that there are still plenty of people who experience this in their field of interests. The incident showed the ineffectiveness of anti-racism protocol. Such actions are not acceptable and Taison said that, “In a racist society, it is not enough not to be racist, we must be anti-racist! Football needs more respect, the world needs more respect!”, justifying his fight for equal rights opposing racial discrimination. In the statement by Football Against Racism in Europe (FARE) group, the teammate of the said player was the one to report the racist abuse of the fans to the match referee subsequently activating the UEFA’s steps one and two protocols: 1) ordering a stadium announcement for spectators to stop racist behaviors and 2) taking players into changing room. Enforcement of step three of UEFA's protocol where the referee will abandon the match is not activated.

    The frame used is “equal rights” frame under Master frames, it is a frame that express movements to fight forms of discriminations. It is mentioned in page 190 of Chapter 10: Frames and Their Consequences , “the equal-rights frame became prominent during the Southern Black freedom movement in the 1950s” (Polletta & Ho, 2006). The incident emphasized oppression experienced by people of different colors and showed how the players acted towards the situation without any form of violence. Taison also put in to social media his feelings and speak up how it brought disappointment to the large football family providing an avenue for everyone to express their support condemning racist behavior.

    ‘I was appalled’: Black customers asked to leave restaurant because racist person complained

    Two managers of a Buffalo Wild Wings in Illinois have been fired after a patron said they asked her group, which included black diners, to move because another customer in the restaurant was racist.

    The idea of people actually voicing and acting out their racist minds is sickening. What's worse is that there are still people tolerating this kind of behavior. A group of black people with 12 children and 6 adults were asked to move by the managers of the restaurant because 2 of their regular customers are racists and they don't want these people sitting near them. The group of black people politely refused to move, but the managers then went back to their table and told them that the table is already reserved, clearly untrue and was just an excuse to ask these people to leave. The group just decided to leave and transfer to the other restaurant wherein they were served nicely and with respect.

    "Equal rights" frame was the frame used in this article. This frame is for those who go against all manifestations of discriminations.The same frame was used in the 1950s, particularly in "the southern black freedom movement" as it was mentioned in page 190, Chapter 10 of the book "The Oxford Handbook of Contextual Analysis" by Robert E. Goodin and Charles Tilly. To put this situation into context, the group of the black people, who were not doing anything wrong to them, were maltreated by other people just for their race. Abhorring someone because of their skin color is a form of oppression. And to put it out there, these black people handled the situation politely. And according to one of them, specifically Ms. Vahl, said, “In 2019, this type of behaviour should not be accepted because of certain views".

    Nurses protest to call for higher salary, better working conditions

    For the PNA, there should be respect and equal treatment. "We want the respect that you give to the doctors. We want the respect that you give to lawyers," Palaganas said. "Na-frustrate kami basically kay Secretary Duque sa ganoong pahayag dahil hindi namin nakita sa kanya 'yung pagiging...ama ng mga health professionals, pagiging ama ng mga nurses," Philippine Nurses Association (PNA) president Erlinda Palaganas said.

    During the Nurses’ National Day of Protest, hundreds of nurses urged the government to implement higher salaries, basically being from Salary Grade 11 to Salary Grade 15. Under Grade 15, the nurses are expected to receive at least P30, 531 monthly, instead of earning P20, 000 and in some cases, even P4,000 monthly. The Supreme Court had ruled for the nurses’ wage to be increased, however, it requires the approval of the Malacanang and the Congress to pass the increase of wages. But according to Duque, the increase of the nurses’ salary is not included in the proposed budget of the DOH in 2020, so it would not be possible to implement it in the said year.

    The frame of this situation is the “equal rights” frame under Master frames. It is an “equal rights” frame because the nurses were protesting for equal treatment, particularly asking for the same amount of respect given to doctors and lawyers, better pays and good working conditions. As stated in the Oxford Handbook of Contextual Political analysis, “The equal rights frame that became prominent in the southern black freedom movement in the 1950s went on to orient the women’s movement and disability activism” (Polletta & Ho, 2006; p. 190). This frame was also used by the nurses to raise their concerns regarding the unequal treatment given to them and protested to ask the government to raise their salaries. Moreover, they showed a non-violent tactic because they protested without any forms of violence, gathered, and raise their concerns in peace.

    "It's not about changing the infrastructure, it's about changing the mindset of the people" Diez said. "That is not what we need. We do not need additional infrastructure, we need acceptance, we need understanding" she added.

    Due to the strong infuence of the religion in the Philippines, Filipino people live in a normative life. As a result, gender bias still occur in our society. Gretchen diez, a transgender woman, was treated unfairly because of entering a female's restroom in a mall. She was arrested by the cops. Hence, Diez usef her voice to deliver her concerns with this issue. She asked for understanding and acceptance for the people who does not accept the existence of the third sex in the society. It is the mindset of the people that she wanted to change and not the design of a building. Diez even said that she is ready and willing to enter the government so that the other members of LGBT community may have their representative.

    Gretchen Diez does not want a societal revolution. She just want to be accepted in the society where she belong to. Entering the government will not change the Philippine politics at all. In this case, the kind of frame that is compatible with this issue is the "Realignment frame". In this kind of frame, activists call for a change an existing polity without rejecting its procedures and members (Diani, 1996). Diez wanted the people to change their mindset when it comes into the other genders. If this happens, the peopl will learn to accept the other genders without revolutionizing the whole society. When it comes into the government, the only change that will happen if Diez entered it is the fact that she will be the first transgender woman that will represent her fellow transgenders and other members of LGBT community. The constitution does not have to change and the process of governing the Philippines as well.

    Over a million protesters marched in the streets of Chile to demand president’s resignation

    More than one million people took to the streets in Chile Friday, October 25, for the largest protests in a week of deadly demonstrations demanding economic reforms and the resignation of President Sebastian Pinera. Demonstrators carrying indigenous and national flags sang popular resistance songs from the 1973-90. For the past week, Chileans' pent-up anger has spilled over in the form of protests against a socio-economic structure that many feel has left them by the wayside, with low wages and pensions, costly health care and education, and a big gap between rich and poor.

    A peaceful rally happened in Chile on October 25 with over a million Chileans expressing their frustrations to the government’s exploitive economic policies that oppress the poor, as well as the inefficiency of the current administration. The demonstration transpired after a week of violence against protesters which rooted from a nationwide fare hike. Chile is one of the countries in South America to rally against governmental deficiencies with an underlying anger at social disparities and ruling elites.

    The frame that would best describe the situation is the anti-system frame wherein the activists challenge the ruling of the elites in the society, since there is a possibility for a refurbishment of the whole system (Ho & Polleta, 2006). As mentioned, protesters are demanding for the president’s resignation which signals their call for a drastic change in the system due to the inefficiency and inaction of the government in terms of the country’s economic policies.

    Nurses protest to call for higher salary, better working conditions.
    Hundreds of nurses urged the government to implement a salary increase and better working conditions during the Nurses' National Day of Protest on Friday, November 8. Philippine Nurses Association (PNA) President Erlinda Palaganas said "Na-frustrate kami basically kay Secretary Duque sa ganoong pahayag dahil hindi namin nakita sa kanya 'yung pagiging ama ng mga health professionals, pagiging ama ng mga nurses."

    The Supreme Court claimed that in October , nurses' pay will be increased from Salary Grade 11 to Salary Grade 15 in which under Salary Grade 15, nurses are expected to acquire at least 30,531 pesos monthly. Nurses are entitled by law to a minimum monthly salary but in the same vein says it cannot compel Congress to implement the salary prescribed by the Philippine Nursing Act of 2002. According to Palaganas, in some cases, private nurses currently earn as low as P4,000 a month making the Supreme Court’s rule a controversy . Thus, protesters gathered in front of the University of Santo Tomas and marched towards Kartilya ng Katipunan in Manila to voice out their convictions.

    The article is anchored to the frame named “equal rights” under the Master frames. The political issue is linked to the said frame simply because people who attended the protest are protecting their rights as nurses and also, to be given better salaries, better working conditions and be treated with equal respect and treatment that the society gives to doctors and lawyers, as claimed by Palaganas. “Master frames not only provide activists with ideological resources; they also shape activists’ tactical choices.” (Snow and Benford, 1992). Given that the government has deficiencies, the nurses came with a silent hand but with a loud but peaceful voice in raising their concerns. These are non-violently spoken.

    Antifa member receives "harsh" sentence for brutal assault on conservative

    Fox News reported that Gage Halupowski pleaded guilty to second-degree assault after police said he used a weapon to bust open the head of a conservative during the demonstration. Halupowski’s attack happened the very same day conservative writer Andy Ngo was assaulted, with Antifa supporters dousing him with liquid and hurling objects at him.

    In June 2019, a political demonstration that took place in Portland, Oregon caused a stir between Conservatives and Antifa members. Directly involved in the ruckus is Gage Halupowski, a 24 year old antifa member who utilized a metal baton in attacking at least 8 conservatives. Included among these 8 figures is Andy Ngo, a conservative journalist and social media personality. Halupowski was sentenced to 70 months of imprisonment, deemed by his lawyer as the "harshest" verdict given to a youthful person with no criminal background.

    The miscellany of political landscapes in the United States cannot be quashed, given the movements spearheaded by varying political groups and the array of policy prescriptions offered by the wide political spectrum that exists. Such a frame that would be inculcated in the status quo of American politics would be the "polarization frame". The rise of far-right movements and radical groups such as Antifa have created a polarized political environment for actors. Materializing from such a landscape are movements sparked by activism. (Snow & Benford, 1992; p. 190) The "polarization frame" falls under master frames for it induces a campaign, a mobilization. Frames are aligned in accordance to group identification which is based upon value systems and individual interests.

    No mass transport crisis yet, says Panelo

    Despite the travails commuters go through daily on their way to work, school or other destinations, such as the temporary shut down operations of LRT 2 (Santolan, Katipunan and Anonas stations), traffic congestion of south and north way because of long process of road widening and reblocking and also the lack of transportation system within public metro areas.
    October 11, 2019, presidential spokesperson Salvador Panelo believes that Metro Manila has not yet reached the point of a “mass transport crisis.” His reason: Commuters are still able to reach their destinations anyway.
    He stated “What do they mean by transportation crisis? I only see the traffic. That’s not transport. There’s transportation available. We can all get rides,” He also advised commuters having difficulty getting rides to just wake up and leave earlier in order to get to their destinations. “There’s a solution to that. If you want to go, arrive early in your destination, then you go there earlier.”

    This national issue has been trended for almost a month, the issue here are, Land motor vehicles , 2019 Asian Development Bank (ADB) study reported that Metro Manila is the "most congested city" out of 278 cities in developing Asia, Trains, Metro Manila has 4 operational railway systems: Light Rail Transit (LRT) lines 1 and 2, the Metro Rail Transit 3 (MRT), and the Philippine National Railways (PNR). LRT1 has been operational for 35 years; MRT, 20 years; and LRT2, 16 years. Meanwhile, the PNR first began operations in 1891 – far back enough to see Jose Rizal’s completion of El Filibusterismo. Some of the train cars being deployed today have been there since they first opened. Another is the root problems, economic costs which are poor quality of road network, poor intermodal integration, weak sector governance and institutional capacity, lack of quality urban transport systems, limited private investment in transport infrastructure. Lastly the commuters voice, protecting their rights through social and economic stability.

    The frame that is suited in this issues is the “political opportunity structure” (Diani,1996), it argues that traditional alignments are in crisis and the political system has openings for independent citizen action, activists can afford to adopt a “realignment frame” which refers in restructuring of the polity without completely rejecting existing polity procedures. Filipino common commuters seek to have a long range of development within the transport system, as it is an everyday routine of their lives. They call for a productive change within the government system to improve their public needs, kill the system of unjust capitalism and move towards an innovative life and progressive economic nation.

  18. Masked university students rally at graduation ceremony in Hong Kong

    About 1,000 students, many wearing black masks, attended a graduation ceremony at the Chinese University of Hong Kong on Thursday (Nov 7), with some holding up banners urging "Free Hong Kong, Revolution Now”.

    Protests have been going on in Hongkong for quite some time. The citizens of Hong Kong do not trust their government to defend their interests, whether against China, big business, or anyone else. It started with an extradition bill which people are allowed to be sent to mainland China for trial. A lot of civllians have been participating in these protests, including students. The students have rebelled against the ban on masks that the government has implemented. The students decided to march in their graduation gowns and masks while holding posters which advocate for changes in their society.

    The frame of this situation would be “Mobilizing Frames”. According to Ho and Polletta (2006), mobilizing frames are a precondition to mass mobilization. Framing has come to be seen as central in other movement processes. The Hong Kong protests have been on-going for quite some time. These protestors have been creative in showing their resistance from the government. Student have even been participating in their own way such as wearing masks in their own school events to be one with the protestors. This particular frame helps in identifying strategies and organizational forms in order to for these protestors to be united against the government.

    Department of Health to submit Executive Order draft endorsing price cuts for expensive medicines

    In a media forum, Health Secretary Francisco Duque III told the reporters the need to bring down the prices of expensive drugs and medicines. Thus his department will be submitting to the office of the President a recommendation to lower the prices of some medicines. These prices are expected to lower by more than a half once the Executive Order is signed by President Rodrigo Duterte. It has also been said in the interview that compared to the same brands of medicines in other countries, the rates of the Philippine's medicines are at most higher than 70%. And the DOH identified more than 120 drugs for major illnesses, such as cardiovascular disease, chronic lung diseases. diabetes, hypertension, neonatal diseases and major cancers. The medicine for these illnesses will be recommended to the President's office for price cuts or imposition of maximum drug retail prices based on RA 9502, or the Cheaper Medicines Act of 2008.

    Frames combine a diagnosis of the social condition in need for a remedy, a prognosis for how to effect such a remedy, and a rationale for action, a "call to arms" (Snow and Benford 1988; Benford and Hunt 1992). The Department of Health aims to lower the prices of expensive medicines and drugs since it is more expensive here than in other countries. This Executive Order draft would not greatly affect the profit of big Pharmaceutical companies even if the prices are lowered.

    Philippines as world’s most dangerous country for environmental activist under Duterte’s term.

    With 113 killings since President Rodrigo Duterte assumed office, the Philippines is considered the world’s most dangerous country for environmental activists, according to international environment watchdog Global Witness. In terms of the attack’s origins, 36 percent were linked to agriculture while 27 percent were about mining issues. Global Witness’ Senior Campaigner Ben Leather, who has investigated threats made by various governments, said in a press conference on Tuesday that there have been more killings in the Philippines as compared to other Asian countries.

    On the incumbency of Duterte for presidency, he had made three promises to his constituents: to end corruption in 6 months, to protect the rich environment of the country and to safeguard marginalized groups. But all of his promises were left failed and environmental defenders were attacked with impunity. The rise of different empires and businesses emerges, looting our country’s resources starting from our mining industry up to our tourism and it continuously grow and becomes rampant that event other countries, such as China, is eyeing for our environment.

    The frame of this situation is “revitalization” wherein political alignment are stable and the system is closed to outsiders which the challengers calls for changes within the system (Diani, 1996). To contextualize within the situation of the situation of the environmental activist, abuses continues all throughout the country and the administration had turned a blind eye to the attacks happening to the environmental defenders. Duterte’s administration had raised the trend of violence and impunity against environmental activist, thus, failing to fulfill his campaign promise to protect our natural resources. Various local and international groups are now calling out the administration for what they have done to the country and resisting the system of violence and impunity trended by the administration and as well as to raise and be heard for the administration’s accountability for its violation of the environmental activist’s human rights.

    Hong Kong Police Shoot Protester Amid Clashes

    "...an escalation that quickly inflamed tensions in the city already jittery over the recent death of a student involved in the protests. The shooting on Monday came as pro-democracy activists in Hong Kong blocked roads and scuffled with riot police officers across the city as part of what had been billed as a citywide general strike. The demonstrations have since morphed into calls for greater democracy and police accountability."

    Another protester gets a taste of police brutality after the latest emergences of the death of a student, who was also shot by the police in an on going protest in a stance for pro-democracy. These protesters have been negating the emerging thoughts of the extradition bill which can legally target activists, journalists, writers, and protesters who articulate the political scene as the way they see it.

    The frame used in this situation with the Hong Kong protesters is the "revitalization frame" in which they call for changes from within the system (Diani, 1996) This frame bring cohesiveness wherein people with an integrated collective idea and goal calls for change/s within the system, changes that were richly thought of for the well-being of one's nation. This frame is the cause of their protest, change.

    Defense Sec. Delfin Lorenzana does not another Martial Law for Mindanao.

    Defense Secretary Delfin Lorenzana said on Monday, November 11, he was not inclined to recommend extending martial law in Mindanao after it expires on December 31, but he would wait for the military and the police to give their input before making his final recommendation to the President.

    The issue here is, Defense Secretary Delfin Lorenza stated on an interview that he does not feel the need to put Mindanao under martial law for another year. As he said that putting Mindanao under Martial Law has already been too long and he thinks that they can still do their jobs in providing peace and order for the island especially if the senate or the congress can pass the “Human Security Act” which is an anti-terrorism law that brings the Philippines in line with its Southeast Asian neighbors battling Islamist militants.

    The frame of the situation is the “Anti-Violent Frames” wherein groups adhering to a nonviolent master frame have found it difficult to adopt violent tactics. Whether members find violence personally repugnant, adopting it would diminish the group’s credibility in the eyes of the public (Snow and Benford 1992). Our Military forces has been facing a lot of critics from the citizen since a lot of incident about injustices and extra-judicial killing has been in the news. Their credibility in providing peace and order for the nation has also been questioned by many especially when Mindanao has been put under Martial Law on May 2017. By not recommending another year of Martial law for Mindanao, Lorenzana would not just be able to bring back the trust of the citizen to their credibility but they can also promote a country where violence is quiescent.

    Myanmar faces genocide lawsuit at top U.N. court

    Myanmar faced accusations of genocide in a landmark lawsuit filed by Gambia at the UN's top court on Monday, November 11, over the Southeast Asian nation's treatment of Rohingya Muslims, Gambia's government said. The lawsuit accuses mainly Buddhist Myanmar of breaching the 1948 United Nation's Genocide Convention through a brutal military campaign targeting the Rohingya minority in Rakhine state. "The Gambia is taking this action to seek justice and accountability for the genocide being committed by Myanmar against the Rohingya," Justice Minister Abubacarr Tambadou said in a statement.

    The frame used in this situation is Human Rights which is drawn from master frames. The court is expected to hold its first hearings in December on Gambia's request for urgent interim measures "to protect the Rohingya against further harm', Gambia's lawyers Foley Hoag said in a statement, describing the case as "historic". The 2017 crackdown forced 740, 000 Rohingya to flee over the border into sprawling camps in Bangladesh, in violence that United Nations investigator say amounts to "genocide".

    Rice Farmers to Get 3 Billion Cash Subsidy Next Month

    Thousands of rice farmers affected by low wheat prices will receive a total of P3 billion in cash subsidy before Christmas next month, leaders of the House of Representatives said yesterday, November 11, Monday.

    It was deemed in this country that the farmer’s development and progression are not totally assisted by some lawmakers in the government. These farmers suffice the needs and the nutrition needed in the country to prevent famine however; irony kicks in since these people are the one who suffers from hunger. The government should protect the rights of the farmers and treat them with respect and humility.

    Frames combine a diagnosis of the social condition in need in remedy, a prognosis for how to effect such a remedy and a rationale for action (Snow and Benford 1988), it was shown in this article page 190, that frames and tactics of the house of representatives is to provide cash subsidy to these people as a compensation to their problems, a short term solution however, it has good intentions, this would help and aid the farmers to start over and the budgets that are lost will be provided by the government as their abecedarian to their next crops.

    ‘Albayalde had control of ninja cops in drug sting’
    The Philippine National Police-Criminal Investigation and Detection Group (PNP-CIDG) yesterday said their former boss Oscar Albayalde had direct control and supervision over the multimillion-peso anti-illegal drug operation conducted in 2013 by the team of Maj. Rodney Baloyo IV, tagged as “ninja cops,” in Pampanga.

    It is unveiled in the issue that Oscar Albayalde and his 13 subordinates had the authority in the controversy of ninja cops particularly in the Province of Pampanga. He was allegedly suspected as the head of the said issue with regard to the 100 million worth of illegal drugs that has been sold after being confiscated during the drug raid in some parts of Pampanga.

    The situation can be contractually linked to the institution vs. institution (Philippine National Police vs Government), whereas, the two parties under the government should strongly stand against injustices and any drug-related issue in the community, however, the controversy showcased that there’s an attack from one institution to the operation of another institution (Sacks, 1998).

    Eddie Villanueva claims SOGIE bill “imperils freedom of religion”

    "It imperils freedoms of speech and religion... What happens to a Christian like me and to the majority of people in this august chamber if we are to be threatened with punishment every time we share our Bible-based beliefs on matters of transgenders and homosexuals?,” Eddie Villanueva said in a privilege speech.

    Eddie Villanueva, as the Jesus is Lord Church founder turned party-list lawmaker expresses his sentiments against the SOGIE bill as a devout evangelist. He claims that the bill ”puts into question the very foundation of our laws.” Although he insists that he respects the life the LGBTQ+ community chooses to lead, he believes that people should not be forced to conform to the beliefs this community chooses to uphold. To see the SOGIE bill as a way of granting special rights to the LGBTQ+ community and that the bill would interfere with a person’s religion demonstrates how the country has neglected the separation of church and state in viewing a national issue.

    The issue on the refusal to pass the SOGIE bill because of how it is believed to violate a person’s grounded beliefs illustrates the “equal rights” frame. This frame became prominent in the 1950s, originally revolving around the topic of women’s movement and disability activism. The LGBTQ+ community is now suffering immense discrimination and the "equal rights" frame would better support the issue. In this particular article, the LGBTQ+ community is refused their basic human rights because it “imperils freedom of religion”. Not only is the issue of the SOGIE bill irrelevant to one’s religion, but the Philippines is not exclusive and does not embrace a certain religion. To claim that the SOGIE bill would violate a person’s religious beliefs also disregards the community’s rights to union and acceptance.

    “Filipinos Shift to Chicken & Beef as African Swine Fever Spreads”
    The peak of the African Swine Fever outbreak in the Philippines is still on the horizon, placing importance on public health awareness and campaigns. The African swine fever (ASF) scare has led to consumers eating more chicken and beef, even though the disease does not harm humans. With that being said, misleading information about the ASF that it is a contagious human disease is dispersed online that tend to misinform the public. This therefore creates an alarming threat to the swine industry of the Philippines. Filipinos have been taking preventive measures by avoiding purchases of pork to combat African Swine Fever which is said to be present in feral pigs and pig holdings. The shift to chicken and beef has pushed up prices all over the world.
    Similar to Goffman’s Interactionist Perspective, issues such as the African Swine Fever can be associated with a misleading or fallacious belief and theory which are collectively made by actors and audiences, namely the citizens in response to this sudden outbreak. This appears as a relation to a perspective on outlining the importance of social functioning. This combines a diagnosis of the social condition in need of remedy, a prognosis for how to effect such a remedy, and a rationale for action, a ‘‘call to arms’’ (Snow and Benford 1988; Benford and Hunt 1992). Effective frames must be clarified and presented in news or television programs which correspond to substantial information, and spoken people’s experiences. Misconceptions regarding the ASF are shaped by the people around. Through this common belief, this signifies a norm or larger practice by many. Decision making on whether or not to buy pork can be seen as a representation of a rational choice problem bounded by expectancies.

    A New Prototype of a Public Utility Vehicle as a Step towards the Modernization of Jeepneys

    Public outbursts have emerged when the Department of Transportation released a prototype of a new Public Utility Vehicle (PUV) as its purpose backlashed among the public opinion in the supposed amendment to modernize the public transportation program.

    The proposed vehicle houses a CCTV, GPS, a dashboard camera but its size and efficiency of the vehicle that can only accommodate 12 passengers were found to be more troublesome rather than being helpful in solving the modernization of our transportation system. Their way to modernize the jeepney is seen to be inefficient in directly solving the transportation system in the urban.

    The issue can be correlated with the "realignment frame" that calls for a restructuring of the polity without completely rejecting existing polity members and procedures (Diani, 1996). "Revitalization" (as a major component in realignment frame) as stated in the Chapter 10; page 193 of the Handbook is actualized in the form of social media and news reports that suggested new and more effective changes in the improvement of the proposed vehicle. The public wanted a new vehicle that can accommodate more people, a more budget-friendly vehicle and a more efficient style of its overall features. The public have called for the government to address these changes in the transportation system, but such amendments would only materialize until the current administration has considered these sentiments to be applicable and functional.

    Mass protests protect Hong Kong’s legal autonomy from China – for now

    For over a week, some 1.3 million people had gathered daily outside Hong Kong’s legislature to protest the legislation, which protesters say China will abuse to extradite political dissidents. They managed to postpone a June 12 vote by blocking entry to the legislative building. Days later, consideration of the law was indefinitely postponed. That temporarily protects Hong Kong’s judicial system, one of the island territory’s few remaining areas of government autonomy from China. Protesters are now demanding that the bill be withdrawn, not just suspended. If the law comes up for vote at a later date, it will likely pass in Hong Kong’s legislative council, where pro-China forces dominate.

    As we all know that the Hong Kong is not a country but rather a part of china. Most of the citizens of Hong Kong wants to protect the legal autonomy from China, but almost all of the legislative councils are pro china that are contradicting the protest of the citizens of Hong Kong.

    The article is align with political system has openings for independent citizen action, activists can afford to adopt a ‘‘realignment frame’’ that calls for a restructuring of the polity without completely rejecting existing polity members and procedures. Because the protestors in Hong Kong wants a new kind of system in their government but unfortunately most of the government officials are pro china and dominates the others.

    Protest against military contribution to Climate Change

    Hundreds of protesters joined the celebrity activist Jane Fonda in Washington DC for her fifth Friday urging radical change to fight the climate crisis. In front of the US Capitol, Fonda spoke of the “urgency of the climate crisis and need for activism on an unprecedented scale”. “We cannot leave it to young people to fight this fight for their future by themselves,” Fonda said.

    The protest against the military contribution to climate change occurred last November 8 in front of the US Capitol. The rally aimed to condemn the military activities which greatly contribute to the climate crisis. The US military force is also one of the biggest carbon emitters around the globe. The said protest was inspired by the worldwide youth protests who have been striking from schools on Fridays.

    The protest transcended from constant media coverage and circulation of articles on social media sites concerning the urgent need to solve climate crisis, thus, the discursive opportunity structure is applicable as its frame. It encompasses the role of the mass media and sociocultural components, including routine news practices, in spreading the message of the movement.

    Supreme Court on arrests of 62 activists: File case if you want

    'The proper remedy is to file a motion to quash either before the court that issued [search warrants], or before the court where the cases are eventually filed,' says the Supreme Court. When Peralta took office as chief justice, he said he would advocate for automatic probes in the judiciary where a complaint is not needed to investigate an action that seems irregular.

    On October 31, at least 62 activists were arrested in Bacolod City and Manila. They were charged with illegal possession of firearms and explosives. Human Rights group Karapatan believed that those firearms and explosives were planted. QC RTC Judge Villavert issued the search warrants. Activists called for the help of Chief Justice Peralta to review the actions of the QC RTC Judge and the rule on issuance of search warrants. However, Court Administrator Marquez noted that the executive judges of Manila and Quezon City were authorized to issue search warrants if provided with legal requirements.

    The frame in this situation would be equal rights frame under the master frames. The activists demanded for the review of the issuance of search warrants because they believe that it is an obvious pattern of a “tokhang-style” crackdown against them. They condemn the use of search warrants to organize raids and arrests based on evidences that were fabricated by the police force. This attack on activists violates their civil liberties.

    On Sept. 17, 2017, Horacio Castillo III, a 22-year-old University of Santo Tomas (UST) law freshman, was found lying on a sidewalk in Tondo, Manila, a blanket draped over him. There were heavy hematomas on both his arms, while bruises and dried-up candle wax were on different parts of his body. A police autopsy showed that he died of a massive heart attack. Castillo was said to be a victim of fatal hazing by the UST-based fraternity Aegis Juris, which was recruiting him.


    Manila City Police filed a murder, obstruction of justice, robbery, and violation of Republic Act 8049 or antihazing law against John Paul Sollano and 17 other fratmen. Sollano later surrendered and was identified as the one who brought Castillo to the Chinese General Hospital. He claimed that he found Castillo’s body on a sidewalk but the Barangay CCTV showed no signs of Castillo’s body and Sollano. Later, Sollano admitted that he was asked by his fellow fratment to perform first aid and bring Castillo to the hospital. Castillo’s parents stated that their son informed them that he was to attend a welcoming party of the fraternity and eventually turned out to be a hazing right. It is clear that Castillo’s death was a result of hazing. Marc Anthony Ventura, who was present during the initiation, entered the Witness Protection Program that lead to the issuance of arrest warrants against Arvin Balag, Ralph Trangia, Oliver Onofre, Mhin Wei Chan, Axel Hipe, Danielle Rodrigo, Joshua Macabali, Marcelino Bagtanng, Jose Miguel Salamat, and Robin Ramos for the violation of the antihzaing law. Also included in the complaint is Nilo Divina, the Dean of the Faculty of Civil Law and other lawyers for the alleged conspiracy and murder. The first arraignment of the case declared the accused not guilty of the violation of the anti-hazing law because their intent is not to kill but only to inflict pain as part of the initiation right. The 10 accused fratmen remains in detention.The case of Atio Castillo is still on-going and up for review.


    The case attracted public attention and other lawmakers urged to prohibit and abolish fraternities to stop the practice of hazing. Other people showed their support on the side of the fraternities.

    This particular case is correlated to the Non Violent Master Frame wherein groups adhering to a nonviolent frame find it difficult to adopt violent tactics (Snow and Benford 1992). People urged the suspension of all fraternities and eventually to abolish them due to their violent initiation right. People argue that physical pain should not be promoted in any initiation. Fraternity supporters may counter that fraternities should continue to exist and operate because it promotes a sense of brotherhood and it is a practice of our right to have an association.

The scientists are telling you this is going to happen, the fire chiefs want to meet with our prime minister and tell him this is going to happen and it happens, and they say, 'don't talk about climate change'!"
    The state remains in a state of emergency, and for 13 separate fires that present an immediate threat to life, emergency alerts are given. Over 70 fires are burning across the country, and over 40 are out of control. The fire victims demand climate action but they were shrugged off by Premier Gladys Berejiklian by saying that “now is not the time to discuss the issue”.
    Many people were triggered by Berejiklian’s claim that now is not the time to discuss the issue. Protests are now circulating online and people are infuriated because nobody seems to be giving priority to climate change. Many are signing online petitions with respect to the immediate need to address the climate change.     Palace open to ending 'Oplan: Tokhang'

    Malacañang is open to scrapping “Oplan: Tokhang,” a controversial strategy in President Rodrigo Duterte’s brutal war on drugs, if Vice President Leni Robredo has a more effective way of carrying out the crackdown on narcotics, the Palace said on Monday.

    As per Vice President Leni Robredo who is now in charge of the war on drugs campaign, wants to put an end to 'Oplan: Tokhang' and come up with another operation that would not result a thousands of poor people being killed like before where the police cost the lives of more than 6,000 people, but then speaker Alan Cayetano stated that this has become 'Operation All-Talk' on her first few days as the co-chair of the Inter-Agency Committee. Though the President is committed to give what VP Robredo needs to press the fight against illegal drugs, they set up a meeting for them to further grasp the scope of her new job and discuss what her plans are for the next campaign, though the President wouldn't leave her handling this work alone since he is accountable for the whole nation. Therefore, if she didn't achieve to do her task then the President also failed. Panelo added that the Palace would agree to follow VP Robredo if she wants to meet with US and United Nations officials regarding the progress and improvements of the campaign against drugs.

    The issue can be correlated with the "realignment frame" that calls for a restructuring of the polity without completely rejecting existing polity members and procedures (Diani, 1996). also known as the Revitilization frame which is calls for changes within the system.We are a part of an independent country which means that we are part of a one nation and that we also have an independent citizenship. Seeing that President Duterte address the war on drugs, extra judicial killings also came and this affects us over the fact that we are losing our right to live as a human being also the we are losing the rights of an independent citizen. Since our nation have lost many souls, this needs to be addressed immediately and find a way to solve this crisis. That is why the Vice President Leni Robredo wants to have an improvements regarding this issue, she wants another campaign that still focuses on the war on drugs but the difference between the last operation is that this one wouldn't take the lives of poor people.

      But hours later, tens of thousands of people took to the streets of central Beirut, calling on the president to resign and for the formation of a new, independent government to be sped up.

      Despite the resignation of Lebanon’s Prime Minister, Saad Hariri, protestors still continue to flood and block the streets of Beirut and other cities within the country. Even though the government stated that there were already plans created in order to resolve the economic crisis and establish a civil state, majority of the protesters want the whole political structure to be removed. Calling for the attention of the president to establish a new government body.

      The situation in Lebanon where the masses sparked a revolution in order to overhaul the entire government system mirrors perfectly to the “anti-system” frame. The frame refers to a period in which during times of crisis, the population demands for a complete change in the whole system. In Lebanon, despite the proposed initiatives by the government to handle the crisis, the masses demand the entire system to change as well as create constitutional amendments. The majority of the protester want everything to be replaced due to the economic crisis in the country, failure of public services, and an overall weak government structure.

    PMA eyes ‘more humane’ practices to stop hazing

    The Philippine Military Academy (PMA) intends to replace the “cadet culture” that considers hazing as part of its tradition, with “more humane” practices, Brig. Gen. Romeo Brawner Jr., the academy’s new commandant of cadets, said last week. While acknowledging that hazing or maltreatment in the military school continues, Rear Adm. Allan Cusi, PMA superintendent, has ordered a review of “cadet norms,” said Brawner, a member of the PMA “Makatao” Class of 1989. “To solve the problem [of hazing] we need to recognize there is a problem … There is a culture. What we will try to do now is eliminate bad practices and replace them with better [traditions],” he told reporters.
    Followed by the death of PMA cadet Darwin Dormitorio due to hazing, the PMA seeks to reform the “cadet culture” of hazing with “more humane” practices according to Brig. gen. Romeo Brawner Jr. The honor code of PMA demands its cadet to exercise honesty and punish those who will not follow. Though the code is deemed “perfect”, according to Brawner, this is used to justify abusive traditions in the academy. Moreover, the PMA was thoroughly examining its health care system and prioritizing the mental health of their cadets by hiring more psychiatrists and imposing stricter psychological tests.

    This situation is framed using the realignment frame because of the anticipated reform of the traditions inside the Philippine Military Academy. The officers of PMA eye to replace current traditions of the academy with “more humane” practices. With this frame, the PMA recognizes the fact that there is a need of restructuring their system to abolish the recurring deaths because of the abusive practices without changing the whole system.

    Patch Magtanong wants to break barriers, standards to empower women

    “When I was younger, I found it strange that I was subjected to different standards as other boys my age. When I got older and even more so when I became a lawyer, I began to question these standards and challenge them. Why should women live in fear of harassment, violence, and discrimination when basic human decency calls for respect, tolerance, and compassion?

    In this event where Miss International Patch Magtanong highlighted in her speech about women empowerment. And that women should learn how to speak for their rights as an individual. Women regardless of their race, ethnicity and even religion should not restrict them in achieving different opportunities same with the men.

    Similar frame to these particular event is the Equal Rights frame. With women empowerment, the females are awaken to finally step up their game in order to be of the same level as the males. Such action screams of equal rights as the women would like to be acknowledged as of equal level with the men. In our society today it is significant to recognize everyone's rights.

    Drilon: Build, Build, Build, a dismal failure

    Senate Minority Leader Franklin Drilon on Tuesday described as dismal failure the administration’s Build, Build, Build program after learning that only nine of the 75 flagship programs have started construction.

    The article talks about the criticism of Senator Drilon to the “Build, Build, Build” program of the administration. He presented data that stated that there have only been 9 out of 75 flagship projects that have started construction. However, Senator Angara and Presidential Spokesperson Panelo, both from the majority and allies of the current administration, downplayed these claims of Drilon and called it “baseless”.

    The frame that I gave to this topic is what I coin as “Minority-Majority Statistical Conflict” frame. The frame analyzes the conflict of the minority and majority blocks of the government with the use of statistical evidences to back up their arguments (Polleta and Ho, 2006). It uses statistics and numerical data to downplay the other’s argument to cause a shift in power, authority, and public trust. In this article, Drilon, being part of the minority, downplays one of the key projects of the administration from its lapses using statistical data. And in turn, Angara then presented statistical counterarguments to Drilon. These criticisms from the minority and majority blocks uses a power play in statistics to overcome the other in arguments and such to gain influence for their political motives.

    POLIO CASE CONFIRMED IN THE PHILIPPINES: DOH TO MOUNT MASS IMMUNIZATION

    One polio case was confirmed in a 3-year-old girl from Lanao del Sur. Aside from the confirmed case, a suspected case of acute flaccid paralysis is awaiting confirmation. In addition, the poliovirus has been detected in samples taken from sewage in Manila and waterways in Davao as part of the regular environmental surveillance. The samples were tested by the Research Institute for Tropical Medicine and verified by the Japan National Institute for Infectious Diseases and the United States Centers for Disease Control and Prevention.

    Polio, or poliomyelitis, is a contagious disease that causes paralysis, and in worst cases, even death. This virus spreads through the feces of an infected person, and is transmittable through direct contact with another person already infected with the virus. In some cases, a person may catch the infection from a poorly sanitized area as the virus spreads and develops in bodies of water. Another risk that comes with this already dangerous disease is that it presents little to no signs or symptoms at first. This virus may be prevented through acquisition of the Polio vaccine. After only one case of Polio was confirmed, the Department of Health (DOH) declared a Polio Outbreak in the Philippines as the country has been rid of the disease as early as 1993 and the sudden emergence of poliovirus in a country that has already been declared Polio-free since 2000 is considered an epidemic. The case of the 3-year-old girl from Lanao del Sur is the first one after the Philippines was declared Polio-free in 2000. Her stool was tested and the results presented vaccine-derive poliovirus (VDPV) type 2, affirming the child was also unvaccinated against polio. This issue goes hand in hand with the case of the Dengvaxia scare that happened last 2017 where the masses were misinformed about the nature of the vaccine resulting in a massive decline in vaccination. This could in turn present higher risks of diseases spreading in the long run.

    The frame most applicable in this situation is the Wellness Awareness frame. According to Ho & Polleta, “frames combine both a diagnosis of the social condition in need of remedy and a prognosis for how to effect such a remedy, and a rationale for action, a “call to arms””. The Polio outbreak, alarming as it is, is merely a representation of the society’s present condition, following the issue on the Dengvaxia scare that led to the misinformed public’s collective belief that the vaccine, and any type of vaccine for that matter, is dangerous. Although one cannot exactly derive the instance that sparked the outbreak last September to the 2017 Dengvaxia scare, an alarming amount of people that has yet to be informed and educated on the nature of these supposedly disease-preventive drugs. At the same time, this outbreak is also a wake up call for the government and the masses altogether. This should remind the government of their rightful duty to ensure that everybody is well-informed on the nature and specifications of these vaccinations, as well as facilitate immunization drives and/or campaigns. The public is also called to comply and to look after themselves as the consequences brought about by the non-compliance affects not only themselves, but everyone around them as well.

    The ongoing debate on whether a trans woman can participate on a female competition

    "There's a stereotype that men are always stronger than women, so people think there is an unfair advantage. By preventing trans women from competing or requiring them to take medication, you're denying their human rights."… The decision to let McKinnon race alongside cis female (people whose gender identity matches their biological sex) competitors has been criticised by some track rivals, including Victoria Hood who previously stated: "The science is there and it says that it is unfair."… "This is much bigger than sport, it's a proxy for all of trans inclusion in society," she said.

    McKinnon is a trans woman cyclist who fights for her right to be able to participate in a female cycling competition. Although she was able to play in the previous game and came home victorious, many of her competitors are against to her participation on the next cycling race as they believe that McKinnon is in an advantage point as her physique is a lot more similar to that of a male and not of a female, due to her being born as male. The discourse continues on as rivals of McKinnon use science and biology for their argumen, while McKinnon defends her rights and trans inclusion.

    The frame that is better suited to this article news is the “equal rights” frame. It is the frame in which the main point is to be able for everyone to be of equal footing and to have equal treatment with no sort of discrimination. According to the book “The Oxford Handbook of Contextual Analysis” by Robert E. Goodin and Charles Tilly, specifically chapter 10 on page 190, “equal rights” frame became prominent in the southern black freedom which then “went on to orient the women’s movement and disability activism.” The definition of equal rights has expanded over time, thus, resulting to it being more applicable to all sorts of fights against various discrimination. Therefore, with McKinnon fighting for her rights against the discrimination she’s facing, her situation perfectly falls under the mentioned frame. In addition, as the debate happened online, it was done with no hint of violence on either sides.

  45. Panday Sining’s protest art at the Lagusnilad underpass as a response to the worsening economic and political state of the nation

    “The walls of the Lagusnilad underpass, which is regularly used by students of schools located in Intramuros, Manila, as well as the employees of the Manila City hall, has been painted with red phrases like “PRESYO, IBABA! SAHOD, ITAAS! – PS”; “DIGMAANG BAYAN SAGOT SA MARTIAL LAW – PS” at “ATIN ANG PINAS! US-CHINA LAYAS! – PS. The youth group; Panday Sining claimed responsibility for writing street graffiti in various areas in Manila justifying their action by insisting that pressing issues and problems are more urgent. Panday Sining asked for the public’s patience but explained that the killings, attacks against critics, and continuous poverty should be discussed.”

    Bringing back the order and beauty of Manila is not that easy, but is possible and in order for that to happen, the full cooperation and or support of the people is highly needed. The Lagusnilad underpass is one of the areas in Manila that Mayor Isko Moreno ordered for cleaning and clearing operations. Panday Sining’s vandalism or protest art for them is their way to address and response to what’s happening in the society, it’s their way of communicating to the head of the state. Although the cultural youth group has already apologized and took the responsibility, they still wanted to spread the pressing issues and problems. Mayor Isko wanted the underpass to look pleasing and for the commuters to feel safe when passing the said underpass that’s why the Mayor himself and the Manila City’s Tourism and Cultural Affairs Bureau expressed how disappointed they were with how the cultural youth group address their concerns. The sole goal of the beautifying of Manila is to bring back the smiles energy of the Filipinos that’s why the MTCAB are really bothered by what happened because they believe that vandalism is never a solution and key for a change, discipline with great understanding is what we need to achieve a just and lasting peace for all.

    The identified frame in this issue is the “anti-system” frame which is in between the two frames; realignment and revitalization frame by Mario Diani. The anti-system frame is suited with the chosen issue for it is the best weapon for the challengers or the activists during a period of elite crisis for there is a possibility of an overtaking of the whole system (Diani, 1996). The anti-system frame mainly discusses about how the activists came up with the strategy to use for them to express their beliefs and their concern about the system. It is the frame in this issue because just like what the cultural youth group, the Panday Sining did, they chose to use protest art for the government official to know how they were thirsty for a change and how they were against to the system itself.
