    1. Samuel P. Huntington insisted that "political science is not just an intellectual discipline but also a moral one". It means that political participation is important and no participation will give no competition for power. If the democracy become strong the political science will have more power and if the power decrease the power of political science will be lower. In case of Chile and many countries where experienced dictatorship might know the importance of political participation, but for example of chile, it improved that the thesis is not really truth, analyzing developement of chile.

    2. Lottery by Francesco Guicciardini is the first one. Because it will make the election equal and give more opportunities to non-wealthy people. For second, the federalism might help us to develope independent policies in each states, having independent sovereign and make ballance of force among countries. Lastly oh no time... ha...

    1. Lastly Concept of Rule of law(Dura Lex, Sed Lex = the law is harsh but it is the law).By st. Thomas Aquinas he suggested 4 elements of law, which is ordinance of reason, promulgated, by a person in authority and for a common good. If we follow those rules, we might have properly allocated power of law.(since law is for elites, if we follow Mixing Lottery and election system and federalism the justice will be shown)

      1. Samuel P. Huntington discussed about the flourishing of Political Science in Chile in which Political Scientists further more learned by the things being limited beyond there reach. One example is that the limitation of books for the Government which was banned before, for the government of Chile was trying to prevent the unnecessary things which may occur like rebellions, wars, and some more. Samuel Huntington's thesis was discovered not true where he stated that only Political Science will not flourish if the democracy is weak! Yes, it is. Samuel Huntington's thesis is not true, in fact it was given that Chile's Political Science majors had a great productivity during the years of reign of General Pinochet. Political Science maybe weak for some time the democracy is also weak, but Political Science still endures and stands for the last fight. With that statement, Political Science struggled on the days on which General Pinochet was reigning were it happens that, that time it was an authoritarian regime, on which, authoritarian regimes are more likely ruled by the military in which they have all the privileges to have all your necessities whenever they want.

      2. According to McCormick's statement, he stated that it will much better if both lottery and election is integrate. Having Nominations by lot and Elections by lot will still follow St. Thomas' perspective into his suggested four elements of law. The proposed action by McCormick is reliable wherein his statement about the integration of Nominations by lot and Elections by lot, will result to a democracy. That action given by McCormick gives the idea on pursuing, still, the four elements of law, where it gives the chance for all people interested in joining the elections to have the authority to be part of officials in the government. The elections by lot and nominations by lot will give the perspective idea on having a democratic or republican government where all people have the chance on sitting on one of the chairs in the government. As it was further explained, St. Thomas Aquinas four elements of law is still followed, 1) for the reason that every man should have the authority to be one of the members on the government; 2) to be publicly declared, a person who has a high degree of success on education and has his virtues. This statement given follows the two given topic of St Thomas Aquinas and McCormick.

    1. A political theory mentioned in class was Immanuel Kant's Democratic Peace theory. He asked the question of what the solution to war was and then concluded that war and peace is dictated by institutions. The result of his survey on wars showed that only totalitarian and authoritarian regimes initiate war and democratic regimes only go to war when they are provoked. Therefore, the answer to his question of what the solution of war was perpetual peace. Based on this, Immanuel Kant came to the conclusion that if all institutions are democratic, there will be no war.

    2. The first concept is the fallibility concept shown by Jorge Hein's thesis which disproved Huntington's original thesis stating that political science will flourish in a democracy by being able to give just one example which made Huntington's entire thesis void: Picochet's Chile. The second concept is one of a true democracy based on McCormick. He asked what institution would prevent the wealthy from dominating the government and presented several options but ultimately presented that a purely lot based institution would be the more democratic. Democracy was not based on giving people the chance to chose who their leaders or representatives were because this would give the wealthy an upper hand but giving all citizens from all the social classes an equal chance. The last political science concept is how the wealthy is able to dominate the political process. Based on McCormick, the wealthy have the resources than the masses therefore being able to sway entire governments in their direction becoming threats to the stability and liberty of a country due to the fact that the wealthy's power could lead to aristocracy or oligarchy.

    1) Samuel Huntington stated that the a particular regime of a country may affect the its political development; he stated particularly that “where democracy is strong: political is strong, when democracy is weak: political science is weak.” He further explains in his thesis that the democratic government promotes political participation from the people. However, in Heine’s studies. He disproves Huntington’s thesis: by providing the Chilean leader, Pinochet, as a concrete evidence. Chile underwent a totalitarian government; wherein thousands of people were killed, classes were controlled by military, even books were burn. However, these lead to the “flourishing” of the the study of political science: an this may be proven by the professionalization of the study, researches and work experiences were evident. In finality, we can conclude that though Huntinton’s thesis may appear as real and correct, Jorge Heine was able to disprove it, and thus it is safe to say that certain reaction of people may not be easily determined even after years of studies.
    2) First would be the lottery, discussed in McCormick’s article. Lottery is choosing a certain “winner” in our case, a ruler, purely by luck. This is helpful because it creates this idea that a certain process will actually reflect and apply the equality and justice that the people want demands. The second is election, this is also a process, wherein compared to lottery there will be a possibility of unequal distribution of “chances”, because of differences in wealth/resources and capability ( ex. public speaking skills). This is helpful because, it will provide awareness to people that certain ideas may not appear as good as it is. The last would be the social contract. This is a political theory mostly associated with J.J. Rousseau. Social contract basically is a product of the unification of free people. this is helpful because, this will lead to a civilized society.

    1. The political thesis of Samuel Huntington which states that political science also involves moral discipline. I think it is moral not in a way that it will follow what the society wants but on how the society will become a good society. The saying "Dura lex, sed lex" may be applicable to the thesis, I think. It is applicable because it is translated as "The law may be harsh, but it is the law." It just proves that it does not matter what is best for an individual but what is best for the society as a whole. But still, another saying counters it. The saying "If you can be feared and love at the same time, it is better that you be feared." It do not suggest a moral idea because it basically will use power in a not so good way to discipline the people.

    2. One political concept that is useful in the future is power. It is the basic need of a leader to control his place and like what I have understood about political science, is that it is the science of power. Another is government, it is another basic one because it is the provider of peace and order to the society. Lastly is Liberalism, it is for the freedom of the people to express what they want to have for the betterment of the society. The freedom of the people is very important because if we become to tight on them, it will cause them to revolt against the government.

1.) Huntington's thesis is based on the relationship between democracy and political scientists. He stated that the democracy of a country must be strong in order for their political scientists to be strong. The more political participation, the better; however, his theory was shook with what happened in Chile during Gen. Pinochet's regime. Chile took to totalitarian ways, books burned, schools ruled by the military and different disciplines suppressed, mainly political science. But despite this restraint from political participation, Chilean political scientists flourished. They had master's programs and journals ... very unlikely for a suppressed discipline. Huntington's idea is still practical and applicable, what happened in Chile, for me, was a once in a century event and a very moving one for all political scientists.

2.) Justice, a fairly basic concept but a very useful one as well. Understanding and knowing the contents and how to attain justice would help me a lot in the future. Another concept that will help me is the Political Ideologies, learning about liberals and conservatives opened new parts in my brain. I now know that there are different ways on deciding things, they're not just random, and this would help me read people and understand them more easily. Lastly, but most important for me is the concept of power. Power in politics is a very useful one indeed, power is like the universal remote, and with it new opportunities are opened. But make sure to use power the right way, because if wrongly used, people might revolt.

    1. Upon appointing public officials, lottery is the ideal process. In this process, public officials are appointed to position through a random procedure. With all procedures done randomly, the concept that only the rich can rule is eliminated. All factors that might influence the choice of public official like money and popularity are eliminated, giving equal opportunities to the rich and the poor. This will promote equal political rights and participation among citizens. Thus, true democracy is implemented.

    2. The concepts of electoral democracy, limited mandate, and liberal democracy ideas that will be useful for me in the future to determine what is democratic and what is not. In an electoral democracy, the right of suffrage must be given to the people. The government officials must have a fixed term and will be replaced by other alternatives through election. Lastly, the people must be given rights to participate in government. With these concepts in mind, it will be easier for me classify countries that are democratic and non-democratic. Thus, I will further research will help me improve on my definition of democracy.

    1. Samuel Huntington argued that Political Science will not flourish under an authoritarian rule. He believes that without participation in politics, political scientist to practice their discipline. In contrast to Huntington, Jorge Heine proved that Political Science did flourish in Chile during the military rule of Pinochet. Heine discussed that despite the authoritarian rule, professional journals and works relating to political science were published, master programs were also introduced in two universities in Chile and Political Scientists from Chile were also allowed to visit other universities abroad. In fact, Chilean Political Scientist contributed to the fall of the military regime. During Pinochet’s rule, human rights violation is rampant, all forms of media were closed and universities were intervened. But despite their constrained power, they were able to utilize their power as political scientists to achieve their goal to remove Pinochet.

    2. There are people who do not consider values in dealing with politics. Behavioralism focuses only in pure science and quantitative data. Conservatives are those who prevent or slow down change to maintain a society close to tradition and values. They give importance to hierarchy because they believe that not all people are rational and able to lead. On the other hand, Classical Liberalists gives importance to individual freedom and government’s limited role. In contrasts to Conservatives, they believe that all people are equal, and so they believe that all people should be given equal chances to govern. This were some of the most relevant concepts to deal with because it only shows how diverse people and how should people deal with it.

    1. Huntington’s thesis was one of the few theses that were mentioned in class. In this particular thesis, Huntington proposed that Political Science only fully flourishes in a country or state with a democratic government. He argued that without the liberty to critique the way they are governed and if not provided with any form of power, the masses wouldn’t indulge themselves with political science. Huntington also used the United States of America’s (which has a Republic government) success in producing brilliant political scientists as an example to prove his thesis. Jorge Heine, a political scientist who is a product of an authoritarian government provided an anti-thesis claiming that, it is possible for political science to flourish even with a constricted environment. He explained how the growth of political science was evident after the military regime ended in Chile. It is also very possible, based on St. Thomas’ argue on politics, that in the process of totally limiting the people’s freedom, desperation emerges from them, which may lead to many kinds of rebellion, one of which may be the urge to penetrate and perceive their own government.

    2. The forms of government (Dictatorial, Democratic, Monarchial, Aristocratic, and etcetera) would be one useful idea for me because, this concept I think is one of the pillars in being able to successfully understand political science. The outcome of any country; both the state and its statesmen, would somehow always be in the hands of what form of government they are having. “Ignorance of the law excuses no one” would be another useful concept for me because of its flexibility. It can be applied not only through law practice but also even in the simplest situations of life. Lastly, Political Theories would also be very useful because with my own philosophy in political science, I would be able to practice and deeply understand political science in a very personalized way.

    1. The thesis of Samuel P. Huntington, under our reading in Heine, wherein he proved that where democracy is strong, political science is also strong and that political science is not just a matter of intellectual discipline but it was also a moral one. It was in Chile where there was a military regime under the authority of General Pinochet, during his dominion people were being tortured, and suppressed, media was highly denied and journals were being burned and that most schools were run by military officers. Because of that, the Chilean citizens were provoked to have secret research labs and groups, others even tried to revolt against the unjust ruler and to end the unwanted dictatorship- because people wanted to have their freedom to be considered. But the thesis of Huntington was proven wrong. It was such because that Political Science flourished even in a totalitarian regime, whereas he said that it was because of democracy. The proofs of the flourishing of Political Science are: Chilean professors were invited to speak in other universities, they developed master’s degrees and books were published.
    2. The three basic political concepts that I chose, which I think, that might help in the future are justice, republic and the government. In whichever perspective we see, we are humans and we shall not be deprived of our own justice, because failure of deliverance of justice might push the people to cause riot against the government. Republic, because in a republican type of government, sovereignty resides in the people, and in this way we have the freedom for our voices to be heard. I also chose the government because sometimes, we do not usually observe this, but the people depend too much on the government making them abusive, in a bit, of their rights. Just like in our country, we often blame the government which leads to protestation. We keep blaming (and also fighting) the government but we don’t even help ourselves in any way to improve our lives. I would like to point out the quote in Legally Blonde 2, “Do not fight the fabric, change it,” therefore if we have an imprudent government who does not listen to our wishes, then our definitive part is to change them the next time there is an election.

    1. Huntington's Thesis proposed that in the absence of Democracy, political science is weak and where Democracy is strong, political science is strong. Huntington states that Political science as a discipline is not just an intellectual one but also a moral one. Huntington stated in his thesis that part of being a political scientist is to promote the good when promoting political reforms in the society. Huntington further consolidated his Thesis by stating that Political participation is needed in promoting the discipline and it would be impossible to do so without the said political participation like exercising the right of universal suffrage which mostly exist in Democratic systems of government. Jorge Heine however, reject the Thesis saying that it is not always the case. Heine argued that in some cases, the discipline endures in the decline if not the absence of Democracy. Heine points the Chilean event when General Pinochet staged a coup and established an Authoritarian form of government and in which Political Science endures and even flourish the example of which is the printing of five political journals and the independence of Political science as a discipline rather than a subfield of history, philosophy and law.

    2. The three basic concepts were Power, Order and Justice. Power being defined is the ability of a state to enforce rules and to punish or give a reward. power can be used to enforce your will on the population or as far as other states that is lesser or weaker than you. There many types of power, one is a hard power which uses force as an instrument of enforcing it's will, we have the soft power which uses other means than force example is it's economic leverage. Order refers to the political institutions and structures that form the foundation of the society, examples of these are the government, the state, the community and such. Lastly, Justice is the concept where the balance of power and the allocation of it will be put under. It governs the society so there will be no misuse or abuse of power.

1.) One of the theses we discussed in the classroom is the thesis of Samuel P. Huntington. He discussed his central proposition that “Where democracy is strong, political science is strong, where democracy is weak, political science is weak.”The political behavior of the people towards political issues serves as proof like here the EDSA 1 and 2 here in the Philippines. The anti thesis for Huntington’s thesis is Chile because it opposes the proposition. The proposition of Samuel Huntington is can be applied in revolution of Filipino people against the “Pork barrel issue” it will show how political scientist together with people will protest against the abuse of powers of the government officials.

2.) There is 3 political science concept that will help me in the future. First, Political behavior it is my or others people reaction in a certain issue. It will help me to speak up for myself. Second, Political Ideology is my belief in the political world. This will set my standard in viewing or judging a certain issue. Lastly, Conservatism because i believe that people are not equal especially in their capacity to think. This will help me to pursue and act as higher being because I'm a student of political science

    1. As proposed by Samuel P. Huntington, he said that where democracy is strong, political science is strong; where democracy is weak, political science is weak. Theodore Lowi also proposed a similar one saying that political science is usually the first discipline to be suppressed and the last to be revived when authoritarian regimes rule and then inevitably fail. Considering the fact that certain democracies like the United States, South Korea, and the Philippines, have produced astounding political scientists compared to authoritarian countries like North Korea, China, or Germany under the rule of Hitler, it is very evident and highly probable that it does, in fact, come down to a country's political freedom as a basis for its political development. Democracy, in some form or fashion, allows criticism and the studying of a the government. Authoritarianism, however, bans and does not allow any to all forms of political criticism and movements against the will of the government, let alone the appraisal of it. Yet, in the 1970s-1990s, the authoritarian Chile, under General Pinochet's rule, political science hastily developed. Many aspects of development of political science in Chile were present and was widespread. This occurrence disproved Huntington's thesis by showing that political science can bloom in a certain country, given the right time, place, and people who are willing to learn and lead.

    2. The first basic political science concept that will surely be useful for me in the future is the concept of power. I think it is very important because it allows the entire government (including the people under it) to function the way it is supposed to, the way it is made to lead and govern. Also, power exists in every social structure that I am a part of. The ability to directly influence people's actions through a course of specific events is very significant because the hierarchy of order will only exist if power is allocated properly. This leads me to the second basic political concept that I will need to learn about-- order. The arrangement of people in relation to each other according to a particular social ladder will put power into function as this will start the chain of command that is needed for a specific structure to function properly. The separation of power, the church and the state, and the balance of power, etc., are made in order to put organization in society and in the government to ensure that every part of society has justice and equality. Which leads me to my last basic political concept, justice. The fair treatment of individuals in a certain group must exist to justify the power and order that has been put into place. Without justice, which undoubtedly is the most important concept, the idea of governance and fellowship among men will be destroyed. It is important to learn justice in order to live in society where no man is above another in a place where men are not equal.

    1. Hobbes and Locke discuss the State of Nature in varying ways. Seeing as how man is willing to do everything in order to gain what he pleases, Hobbes discussed the barbaric nature of man. Hobbes stated in his work, the Leviathan, that all men that tread the earth are given liberty to do whatever it takes for self-preservation. Locke, on the other hand, states that man has reason in order to do what he thinks is fit so that he will not harm others. With this, one can assess the origin of the Social Contract; knowing that either man was barbaric in nature or good and reasonable could show how man first established the first government and concept of politics. However, these two does not consider if man by nature is neutral having only formed a society with a government only because he was among other men.

    2. Firstly, Classical Liberalism speaks of higher individual freedom and limited role of the government. This assumes that men, as a part of society is rational and responsible; this political ideology poses that every man should be entitled to enjoy the fruits of his labor as he is responsible for what he does with it and what happens to him. Second, Lottery as discussed in McCormick's thesis seemed as the infaliable way to remove the inequality between the wealthy and the non-wealthy. The wealthy could use the resources that they have that are far greater than that of the one's under priviledged in order to gain the control that they want over the rule over society; lottery did not allow this to happen as each member of society was given the exact same luck as another man to hold office. Lastly, Interest Groups are given right to to affect the decisions made by the government. Unlike the seemigly more powerful Political Parties, these groups exercise their power in a more democratic nature as groups speak for a more outspoken group in society. These groups are more likely to create larger, noticeable effects on the government's actions as some Political Parties simply want power and to become a part, although small, of the ruling power.

    1. John MacCormick explained how the wealthy, or the elite affects the way politics run, and how to attain a real democratic government by means of having a fair and just system in choosing leaders. The rich, who has all the power and influence to make people vote for them have the advantage over the poor, or common citizens, who have smaller chance in acquiring a position in the government. To avoid this, Machiavelli and Guicciardini suggested ways to control what they call the “aristocratic effect” for the reason that the rich tend to use the government for their own benefit instead of using it for the good of everyone. The domination of the wealthy restricts a government from being democratic, which results to an oligarchic or aristocratic type of government.

    2. First concept is the PRESIDENTIAL SYSTEM. A government which follows such system give citizens the power to choose their top leader, the president, who takes charge in the executive branch. There is also separation of powers which entails to provide a system of checks and balances between the Executive and Legislative branches that restricts any form of abuse.
Second concept is the Lottery system of choosing government officials. In lottery, leaders are to be chosen randomly. This way, the elite will have smaller chance in acquiring a position, while the rest of the citizens, including the poor and working class will finally have the chance to be in the government.
Third concept is Populism, wherein the masses are favored over the wealthy. A populist government tend to empathize with the people rather than following the influence of certain rich individuals.

    1. Samuel P. Hungtington, according to his thesis, stated that authoritarian regimes kills political science. He believed that "Where democracy is strong, political science is strong; where democracy is weak, political science is weak." he therefore thought that Political Science was unable to flourish in Chile. Chile those times was under a tyrannical leader, Pinochet. With such military power, Pinochet ordered his men to burn the books so that the multitude would be powerless against them. Political scientists were suppressed, they hated them for political scientists were democratic lovers and they were totalitarian. Hungtington therefore concluded that political was not really flourishing under the totalitarian rule. But Heine disapproved his thesis. Heine opposed the militaristic power of Pinochet. According to him, Political science, even under the militaristic power, was still flourishing. Some of the evidences he presented was the publishing of books and journals of Chilean political scientists. Universities also offered courses like History, Philo, and Law in regards to the flourishing of Political Science. Another one is the professional associations that floated like TPSA. Therefore Hungtington's thesis was corrected by Heine's anti-thesis.

    2. The first concept is the true political concept of Democracy. True democracy accoring to McCormick is not giving power to the people to vote on running electoral candidates, but it is about how equally everyone is given a chance to have a chance to be an official. Because if you only rely on the fake democracy like having to choose between two running electoral candidates, the popular and more wealthy class will just control the whole political classes by buying votes and will make them win. Second is the concept of perpetual peace according to Kant, he claimed that the only regimes that go to war are the authoritarian and the totalitarian. So in order to avoid war and have peace all the time, is to make every government a democracy. Third is the concept of Liberalism, freedom is very essential to the multitude because if the government holds their freedom by force, eventually, the multitude will also take by their freedom by force and will take the government down. Because only the multitude gave the government its power and only the multitude can take it away from it.

    1. Explain one political thesis discussed/mentioned in class, provide the proofs, anti-thesis, and practical applications of such political idea.
A one political thesis is Huntington's thesis, "One Soul at a Time: Political Science and Political Reform". It is all about the politics in Chile. It is focused on that political science which flourished in Chile. In Huntington's thesis, it is said that political science is not just an intellectual discipline but it is a moral. Based on that, his thesis proves that in order to establish such development in a government, there must be political science. In his thesis, it mentioned where democracy is strong, so as political science, and if democracy is weak, so as political science. Democracy provides tolerance towards political science, which is needed in order for a country to be flourished. It maintain stability of democracy. Even when under the military rule, Chile is still flourished. Reason are: because of the inevitable progress, and because of Pinochet not being strict (Pinochet was an authoritarian). In fact Chile is much stronger after it's military rule. The main point of view of this thesis is the reason for such discipline is by the changes and progresses it has been through. Chile was in a dark history once but it managed to get out of there with such flourish it has. And that's Huntington's thesis is all about.

    2. Explain 3 basic political science concepts that will be useful to you in the future. These must be from the photocopies and must not be among those discussed in class.
Democracy. It one of the useful basic political concepts. For it is the one that gave people the power. A power in which people can decide, can have their right, their freedom, their will, and such things they demand for good. It is the one we're having right now. Look how progress we've made. It gave people a vir for themselves. A government for and by the people. Another one is Authoriatarianism. It is characterized by absolute or blind obedience to authority, as against individual freedom. Even though it is more likely the same as dictatorship, it is more likely useful because all is limited. It is for disciplinary action. If people went gone wrong, this government might in come handy for it teaches to obey but not totally under control by its power. DIscipline is being implemented as a for its wealthy feedback. Last one is Liberalism. For short it is all about being liberal or equal. It means freedom and given the will for such things like elections, private property, and so on. Every people, every person is given a privilege and right of having such freedom. It is one of the best because people can freely spit their saying and do their doings in order to know what they demand or craved for. Liberalism is free government.

    1. Huntington had a thesis about the development of Political Science and how is the type of government in a state affects it. His statement says that Political Science flourishes successfully in a Democratic Government. He concluded this because he observed that a democratic government has more room for opinions as well as an exercise of suffrage in the state that enables political scientists express ideas to revise a regime. However, Heine proved a contrasting idea to this by presenting Chile under Pinochet's rule. Pinochet was a Totalitarian and a dictatorial ruler. Despite this condition, political science was established and had improvements such as institutions like the University of Chile with a bachelor and master's degree program; published many academic books and articles in the study; and the political scientists which had an important role in the plebiscite that completely removed Pinochet from position. This is actually applicable to any state that faces political conflicts, because the fact that political scientists aim to resolve governance, they must also study how to overcome a ruler which abuses his power and intervenes the people's liberty, and this actually happened here in the Philippines during the Marcos regime where a revolution occurred, and several educated people express their ideas through rallying.

    2. First is the concept of Political Realism, which focuses mainly on the effects of a political system, rather than evaluating them, such that if a ruler is said to be corrupt, one must see if corruption really affects the economic development, because there are some cases where a state continues to develop despite the ruler's behavior possibly in a socialist government. Second is the Tribune of the Plebs, an idea from McCormick, which was inspired by Machiavelli, is an institution that could also exercise political power, that aims to be the representative of the non-wealthy citizens of a country, provided with rights such as control and supervision with the other political institutions that is dominated by wealthy citizens, and is also headed by a person from the poor class. This is most likely needed in the Philippines today where many poor citizens are out-witted by the government and they are not granted justice. The last is, Political Culture, a contrasting concept to the rational choice, which justifies that behavior is not only affected by reason, but also the culture, provided the fact that nations are divided geographically by different beliefs and practices. For example, the legislature initiates ideas and principles that could be good to the country, however, the chief executive, though wise,is not capable of implementing these policies because he cannot comply with the culture of the majority of the citizens, in other terms, he is not virtuous. I think that all of these concepts and ideas are very useful for me because they are concrete problems in the country today. In my opinion, we can actually be more aware of other's freedom following "the rule of the road", using our rationality to limit our natural right for the sake of other's liberty.

  23. 1. Huntington's thesis stated that political science will not flourish since their rights and liberties of the citizens were limited in an authoritarian regime. On the other hand, Jorge Heine's thesis gave proof that Political Science flourished in Chile: master's program were offered in two different universities, books and journals were published, knowledge about political science were accumulated by many and institutions developed through time. It was even used as an opposition strategy to military rule. As a result, Political Science as a discipline advanced.

    2. The first concept is political science is Power for it has the ability to compel or influence the behavior or actions of individuals. Without the presence of power in a society, there won't be maintenance of peace, policies won't take effect. The second concept is Justice. The society should have fair and treatment among the individuals in all aspects. the last is the political systems of government. A society should have a system of government compatible with the citizens or the society. since it is in the hands of the government that a country may fall or progress.

1.) The Political thesis of Jorge Heine,he started it ,when Huntington present his Thesis, Which says that authoritative kind of government didn't let Political Science flourished. And then, Heine he didn't agree with Huntington presentation. He used an example of Pinochet governance which is Authoritative. Pinochet was a brutal authoritative leader. Even Pinochet was like that, the Political Science flourished through the help of democracy because they learn how to fight and they elect their leaders.

2.) The 3 basic concepts are useful in the future. Legitimate authority is how much value people attached in those rights and legal and moral right of a government to rule. In those rights people have the knowledge of what is their rights and their limits. Great power it is recommended with the large population and well equipped military forces flourishing economy for protecting the state and Hard power is the means of the instruments of brute force primarily military it is needed to protect also the state and maintain the peace like now.

    1. Huntington's thesis stating that political science science is not just on intellectual discipline only but also a moral one. Also,we need to apply it to practice where political scientist apply it to political participation. In addition to that,he stated that political science cannot work in authoritarian regime whereas the rights of the people are deprive including the rights to study. On the other hand, Heine's thesis relates the Chilean experience wherein political science dwells in an authoritarian government led by Pinochet. Although books were burned which didn't stop the political science to flourished in Chile instead it has influence the many. As a result, there were master's programs in the universities as well as books being published as an accumulation of knowledge and research.
    2. A political concept that will be useful in the future is that of power wherein it is the capability of a leader to implement the laws also to influence the behavior of individuals. It is useful in the future because a leader will be able to lead a civilized society having the power of influencing others to follow him. Another is that of the social contract wherein there is equality. In addition to that, social contract theory promotes the freedom of the people including the freedom of speech. It will be useful in the future whereas it will an organized society and no one will be abusing power. And lastly justice to which the government respects the natural human or civil rights. It is useful because it is equal to all.

    1. One thesis discussed in class is Capitalism as an effective political system. There is no government control, thus making everything unequal. The anti-thesis known as Socialism. This ensures equality by having government control. However, not not all citizens may want equality among themselves. Capitalism was practiced when colonists living in America were only allowed to trade from their birth countries.

    2. In Liberal Democracy, citizens are given more rights involving participation, freedom, and opposition. The second concept, is Illiberal Democracy, the exact opposite. Granted, that it is an electoral democracy, the thought of too much freedom to the people is eliminated. Finally, the last concept is a Constitution Regime. It operates under the rule of Law, and controls those who are known as "power holders".

    1. The Huntington's Thesis and Pinochet's Chile.
In Huntington's thesis, the political science has no power in authoritarian regime. He said that political science could only flourished and develop by a democratic environment. Huntington's thesis was disapproved by Heine because during authoritarian regime in Chile, Political science flourish. The start of political science flourishing is the opposing of the militaristic power of Pinochet, the publish of journals, and in universities they offered courses such as history( evolution of political institutions), philosophy ( political ideas about "the good society"), law (constitutional law). And the practical applications of such political idea is like what's happening now the people, is trying to be involved in politics like in abolishing the pork barrel. The people organized a Million people march against the misused of pork barrel, we could say that the people is now rising up against the tyrannical rule of our government.
    2. 3 Basic political science concepts
    1. the power is inborn to the people.
the power always comes from the people and its like inherent to them, without them there is no government.
    2. Free and fair for all the people
Even if your exercising a government that is not democracy we should treat all the people free and fair because we are all equal and we should exercise our freedom and liberty in right circustances. Like in Mccormick we should give equal chances to all the people even if your poor of rich.
    3. Socialism
The equality and balance , we should have both freedom and power that should be apply for all the people .

    1. Why do states fail?

First of all, A state is an institution which holds the monopoly of legitimate use of force (M.Weber). A primary reason why do states fail is because the lack of proper governance. If the government lose the military force, this could lead to many terrorist attacks and crime rates would increase. For example, in China's classical age, the main reason why a dynasty ends because of the rebels or attack of a nearby tribes. In conclusion, to avoid states failure, if we would elect a politician, it should be based on their performance, who we think is capable of leading our country.

    2. "Salus populi, supreme lex" - the welfare of the people is the supreme law. A law should be for the common good and a law is not a law if is does not benefits everybody.

    1. Heine's thesis states that Political Science in Chile flourished even though Chile is under a military government. Actually it is an anti-thesis for Huntington's thesis. Heine used a brutal leader, Pinochet as his character. Pinochet burned many universities. But many books were published even though Pinochet burned universities. Huntington's thesis states that Political Science did not flourished in Chile. Heine' s thesis is very helpful because he proved that even though there is a hindrance, no one can stop Political Science to flourish.

    2. The 3 basic political science concepts that will be useful to me in the future are Government, Justice and Power. Government will be useful to me it is because government can make public policy so that there will be peace in society. Justice so that our government will have respect to my human and civil rights and to have fairness. Lastly, Power, so that the government will have the ability to enforce law. If there is no power the peacefulness of my society cannot be maintained. The 3 political science concept can be useful to me and to my society also.

    1) According to Huntington's thesis, when democracy is strong, political science is strong, but when democracy is weak, political science is also weak. This is because democratic leaders tolerate political scientists and even makes them advisers. While dictators hate political scientists because they are thinkers, they think of ideas on how the state should be ruled. Heine on the other hand thinks differently in his anti-thesis, he observed that political science still flourished in Chile despite the authoritarian government. The ruler, Pinochet, wasn't too strict and the University of Chile was able to established "The Faculty of Law and Political Science" which marked the start of the flourishing of political science in Chile.

    2) Ignorantia legis non excusat neminem, which means ignorance of the law excuses no one is a political concept which basically tells us that even if you don't know know the law, you are still punishable by it. It is your duty to know the law and obey it, so ignorance of it is never an excuse. The welfare of the people is the supreme law, is another concept which means that the law should be for the good of the people. It should be for the benefit of the people and for the protection of their rights. And I think that knowing these things will help in the future in a way that I will always try to learn and understand the law since it is my duty as a citizen to know and follow the law knowing that it is for the welfare of the people.

    1) Samuel Hintington said " Where democracy is strong, political science is strong, where democracy is weak, political science is weak." Huntington's thesis contradicts with what happened in Chile during General Pinochet's term of office. A lot of books were burned, schools were shut down, and political scientists were killed during Pinochet's reign but political science in Chile still flourished. One large factor was from the concerned citizens working abroad. They were able to achieve education outside Chile and share their experiences when they came back from abroad. This was Chile's Dark Age and the people were able to turn the tables because they worked hard for them to be educated.
2)To be a good political science student and a role model citizen, one must have a wide knowledge and understanding of his government. Political science majors are well-known for making the first step in applying changes to society. Another basic concept that would make one to be a role model citizen is to have the respect for natural, human, and civil rights of fellow citizens or justice. If a citizen would instill justice to himself, everyone would follow and order in society would be present. Some political science majors tend to become political actors after they graduate. A good political actor must have control of his power. A good political actor must know his limits in order for him to make his term of office a good one.

    1. Explain one political thesis discussed/mentioned in class; provide the proofs, anti-thesis, and practical applications of such political idea.

    - An instance of a thesis is the one of Huntington regarding the dwindling of political science when under authoritarian (or even totalitarian) regime. It describes that since the rights of the people are suppressed, having their ability to be educated stripped from them and losing their freedom to express themselves. This would then result to the decline of political science, according to Samuel Huntington. This then becomes a paradox in Huntington’s thesis, as it had been thought that political science would be the first to be suppressed, and the last to be revived (Theodore Lowi). Heine presents his counterclaim as evidence against this, referring to a rebutting situation in Chile, where even at a state of military rule, the people still managed to cultivate their acquisition knowledge in politics. As is written in history, Chile’s political science did flourish under such a regime, thus contradicting the original beliefs presented by Huntington. With knowledge of this, we can be well aware that even under military rule, political science thrives. The idea is that if the government holds the political scientists loosely, as is in democracy, then the science will flourish since they fully exercise their freedom. But when the government gets a tight grip on them, it will drive them to a point where they will revolt, thus causing them to do all in their might to develop the political science.

    2. Explain 3 basic political science concepts that will be useful to you in the future. These must be from the photocopies and must not be among those discussed in class.

    - The concept of Power, whether that of the public officials or that of the masses, is a fundamental and vital aspect of politics. It is a factor that if we live without, it would be as if time would stop and progress would cease. A state without a government would be synonymous to total discord. A society without a leader is against the natural law of all relational beings. People are meant to lead and be led, and the possession of power gives the capacity and the authority to govern over others. The power of the government gives them ability to maintain peace among the masses, while the societal power grants them the ability to topple down commandeers and arbitrary leaders, as is evident in the long history of mankind. Understanding of this power would help one be aware of its potential and usefulness, and would then cultivate it into an asset that would be most useful in the future. Power, whatever position we may be put in in the future, would be useful as it gives us authority to straighten out what we see as wrong.

    - A second concept is the one concerning political parties. They use their power of speech and ability to protest to stand for their subjective beliefs of political matters. They would do everything in their capacity to better the state of their politics, as they will be the ones who would be benefitting from it. This involvement in politics is what every citizen must exercise, because without it, we would be and bent and twisted as the government wills, without taking notice of whether it is good or immoral. Involvement gives us the ability to oversee, and thus giving us the ability of protecting our rights.

    - Lastly, there is the concept of socialism. A capitalist type of democracy would be a marginal extreme, granting most power to the government and leaving the people with little capacity to do anything about it. A liberal type of government would be granting the people too much freedom, and leaving the government in a tight squeeze as they would eventually be stripped of their ability to lead since they would be overwhelmed by the power of the masses. A socialist type of democracy would be the middle of the two, settling for equal distribution of power between the two parties, creating a balanced and harmonious relationship. This among the three is for me the most useful.

    1.

The Huntington’s Thesis which shows the Authoritarian Regime that kills Political Science. Because of this regime, leaders become tyrant just like the General Pinochet of Chile that becomes the most brutal leader of his time. In his government, political science did not flourished because books where burned and the schools and Universities were under the control of the military. His thesis was contradicted by Hein who opposes militaristic type of government. For political science to flourished, books were published just like the Lesson of Positive Politics and Universities opens program for the study of History which focuses on the evolution of Chile’s political institutions. Philosophy is also one of the programs offered and it focuses on deliberations about the “good society and lastly, Law is offered and it focuses in constitutional law. Due to these reasons, Political science flourished and brought a big change in the society and even let the people realize what is really happening in their government.
    2.

The 3 basic political science concepts that will be useful in my future are the Political Institutions, Political Parties and the Interest groups. They are useful because firstly, political institutions includes the government that we have and it is very important know the functions of all the branches of the government just like what we have discussed in the class. Also it is very important to know these institutions because as the most important element of the state, there is a need for us to know what are the governmental institutions that greatly affects our lives. Next is the political parties and it is important because political parties is where we find who to elect, act our representatives and be our voice that is very needed because there is no government successful without the participation and cooperation of the people. Lastly, the interest groups because these are the organizations or groups that benefits the people and they also influence the public policy that affects the people and the society.

    1. Samuel P. Huntington said that political science will only flourish in a democratic state, but Jorge Heine proved it wrong. Because of the inevitable progress and Chilean’s general, Pinochet, who was an authoritarian than a totalitarian ruler, political science flourished in Chile which was a military state. Political science started to flourish when subjects concerning history, philosophy and law were being studied. Professional Journals started to came out and professors were invited to have speech in other universities. These were the marks that political science emerged even in an undemocratic country. There was accumulation of knowledge that brought changes in the perspective of Chile.

    2. One of political science concepts is power; power is the ability to perform and to enact laws, power triumphs orderliness and effectiveness of laws within the state. Order, another concept of political science, is the system or any methodological arrangement of principles and laws in an institution. It is composes of rules, procedures, commands that regulate an institution in the state. Another concept of political science is justice, it is the rightness of being just and correct and it is also the conformation of law from order. These three concepts of political science will be useful for me because in the future I will enter the field politics and having these three concepts will help me to perform my duty and responsibility as a public servant. When I have power I can command my constituents to follow the order of the institution and by that justice will follow.

    1. In Huntington's thesis, he stated "political science is not just an intellectual discipline but also a moral one". It says that political science is not merely practiced by building facts on politics but it involves actions in accordance with the studied political concepts.
    2. The 3 basic concepts that are useful in the future are political literacy, nature and identity. First, Political literacy enable every citizen to set decisions for the society based on rational thinking. second, nature sets a particular person in politics to know the behavior and thinking of another person based on observations followed by reason. third, identity speaks for a person on what he beliefs, experiences, interest and values one possesses that should be respected by anyone. These three concepts when exercised will greatly help every citizen in the future.

    1. Samuel P. Huntington’s thesis states that Political Science will not flourish nor prosper under authoritarian rule; which means there is no room for this field if the citizens themselves are deprived of understanding its complexities and hinder its philosophies to flourish. Like in the case of Chile, in which liberty was seized out of its people, Political Science can no longer develop in the said country given the constraints for freedom of government education as compared to United States and the like, which are democratic countries, who gave way for the advancement of the field of study’s values, nevertheless Jorge Heine disagreed with Huntington’s thesis , he supposed that Political science will flourish since there are master’s program, journals and published political science worked, by these flourishing professions political science will spread and people will be educated about the situation in politics.

    2. First concept is the political behavior which is liberalism, it is important because a society is supposed to be for the benefit of the many and there must be freedom for them to explain or at least speak out what they need to be benefitted, second is the concept of politics which according to Goodin and Klingemann, is the constrained use of power, on that matter, it enables us to frontier and it again enable ourselves to know our limitations in governing and lastly the concept of justice in politics, because a just and humane society is what everyone wants. There must be equality of living to eliminate fear. There must be justice for the greater good so as everyone can live happily and can contribute quality efforts for national development..

    1. Huntington's thesis tells that the political science will not flourish under an authoritarian regime. The proofs are in the Chilean regime, during this regime the rights of the people are limited they are killed and tortured, media were closed, and the books and universities were burned. The result of these experiences are; the people will be afraid to make researches because of their fear of what will the government do to them. The anti-thesis of this will be the thesis of Heine. Heine's anti-thesis proves that political science still flourished under authoritarian regime because journals and newspapers were still published, institutions were built, there are still on going research and specially master's degree are being offered. Applying what we have learned int his thesis in our practical life, when the people is in the right side is suppressed, they will have the spirit to revolve. For example, there is a sign that "Do not litter" but we see the trashes just beside the sign.
    2. My political concepts are federalism in the Philippines. Philippines is an archipelago, the government can not rule it directly because of the of lack of communication by the graphical boundaries. The second is by changing the chamber into a unicameral. As what sir Bong Lopez told us having unicameral is being practical. You will wage few people and because few people are there only few people will corrupt. And lastly lottery as the form of election in the Philippines, so that the discrimination will be abolished and there will be an equality for all.

    1. The researcher chose Heine's Thesis "What caused political science to flourish in Chile, even when under military rule?". This thesis how and why political science flourished in Chile. First is because of the inevitable progress. Second is because of the dictator Pinochet, was not that strict to his people. He was more of an authoritarian than a totalitarian. The proof of this is when they have established the association of the political science and published books and journals. This are proofs because they accumulated and use the political knowledge they have. The practical application of this political idea is when they established schools for political scientist and exercise political power.

2.The researcher chose justice, civil values, and decision making as his political concept. Justice, because the researcher want equal treatment and fairness. For example rich and the poor there are always discriminated people just because they do not have enough money or resources. Civil values, because it is the foundation of a democratic country, where respect and self discipline is administered. For example communicating with you do not know, you need to have respect to others for them to respect you back, or throwing trash in the proper trash bin and not throwing anywhere that is out of respect and discipline. Decision making, because the decision we make affects the outcome of our life. For example electing a government official the decision he will make will affect and will change our lives, it may change for better or worst.

    1. One thesis I learned from Prof. Castillo is the idea of "salus populi, supremalex". It means that the welfare of the people is the supreme law. This is evident in the laws our legislature make, for example are women and children rights. However, this thesis does not always apply. For example is that the government can do anything to lands or properties that private owners own even if there are squatters living there. This is because of the the anti-thesis that is "dura lex, sed lex" or the law may be harsh but it is the law. They contradict but the latter is important in order for the people be organized in accordance to law.

    2. The first concept I learned is the how political science is a discipline. Political science is very complex, and the discipline I learned is essential for me in the future to be able to apply how I will be able to come up with solutions in political problems. The second one is the concept of social power. Once I graduate with bachelor's degree in Political Science, I will be one of those people worthy enough to be chosen to govern to society. In case I get elected, I can apply this concept of how I can make people do things even if they refuse in order for me to have an organized society that lives peacefully with few anti-groups disturbing harmony. The third one is the varied behaviors of political institutions. In this field of study, I will be dealing with different groups of people who have different perspectives to their sovereign that is why I have to know how I shall approach these people from the most liberated person to the most conservative one.

    1. The thesis of Samuel P. Huntington asserted that poIitical science is strong as long as Democracy is present and becomes weaker when the democracy is absent. His thesis explains that democratic government attain a political participation to people, Jorge Heine was disapproved to Huntington thesis because of Authoritarian regime in Chile. Heine thesis become strong that caused political science to flourish in Chile even when under military rule because of the dictator in Chile was not too strict and he was more an authoritarian than totalitarian.

    2. Political concept that will help me in future is Power, leadership and justice. Power for me is the ability to lead and enforce rules to implement good and to control the situations without power it cannot maintain a peace and promote economic growth. Second is Leadership, for me leadership has a huge role in our country because leaders are the one who steps and think well in time of trouble and their decision making is also important to people they govern. Lastly is justice, where the people should attain natural human rights. These 3 concepts will help me in near future in order to be successful in life.

    1. A particular political thesis that seemed to be remarkable to me is the one regarding the movie "V for Vendetta" which shows a totalitarian state as an authoritarian government. In the movie, with the said set-up, people are oblige to contain the principles of their leader whether or not they share the same beliefs. Furthermore, they already have roles in the state they are in provided that their status and gender would stick to the quo. Though they are proud of their government they are still enclosed in the environment of mere rules and regulations, therefore being a government of obligation and not of will. An accurate anti-thesis is the democratic practice of a government. One is entitled to have his own principle, opinion or 'say', thus the people have to oblige to the president but still act upon their own will. As a citizen experiencing democracy, I can chose the role I can portray therefore do what I want to do but of course with just limitations. All in all, a solution for totalitarianism is not the need for something to be done against it but the people's want to cure it, we call it 'peace'.

    2. As a political science student i should have virtues to instill my principles for the near future, if ever something may try to change it. I find three basic concepts to be remarkable and strong: political identity, order and behavior. In these vast world I have to know who am i and what do i want to be, the concept of political identity reminds me of what I should be as a person or as a politician in the near future. The concept of order makes me ask myself "What should I do to be respected?" In a community a leader should not be feared but respected so that his constituents follow him, thus maintaining peace and order. The third and most important of all is political behavior, "As a political animal how should i act?" these are the concepts that I know would shape me as a person and a politician in the near future.

    1. Heine's thesis is an anti-thesis to Huntington's thesis, which is pointing out that political science did not flourish in an authoritative system of government. It is said by Huntington that when authoritative government is at work the political people have nothing to do but be silent because they have no power at all. He also said that because of democracy’s inexistence back then, political science was once not that useful to the people because of the loss of their voice, which can only be exercised through acting upon their will. Heine proved that even if the people in Pinochet's time is experiencing authoritative government they have exercised their democracy by putting Pinochet into the seat he deserve – removal. In our time today, the ones involved in the People Power and the rest who wanted to fight the injustices made by the government have a voice to practice democracy and as an evidence to that is the Million People March and the increasing number of students who are doing everything they can to be informed. And I believe everybody can be like that especially the political science students of our time through their own ways of the removal and abolishment of injustices. A Political Science's success can be seen in the old published books, universities and master’s program to continue the improvement of the said course today; thus, like Pol Sci’s "emergence from the shadows” of the first great ideas, the people can also emerge from their fears and fight.

    2. The people have power, leaders are for the people, and laws and rights are for each persons’ equality; these are my three basic political science concept all from Heine and McCormick's readings. My first concept is that some people are weak while some are strong from the start but that does not mean that in the end they will not learn how to wake up, see and fight. Leaders are chosen by the people and by the supreme being because of one reason, to serve; but some don’t and through all these wrongs done the people might never make the same mistakes again. Lastly, the laws and rights are made for the equality of all and because of these, little peace might be experienced. All these three when achieved will bring harmony towards the leaders and the people, thus, life would be better. This might be a little idealistic, but I still believe that if given enough time and deeds this might be achieved. A political scientist is never afraid to see as well as to dream because in these, a beautiful plan might just be born.

    1. In Samuel Huntington's thesis, he stated that "Where democracy is strong, political science is strong; where democracy is weak, political science is weak." It simply means that democracy is the people. In a democratic government, you can express or voice out yourself. However, in Heine's studies, democracy is suppressed under Pinochet, a totalitarian leader of Chile. Books and universities were burned and lot of people were killed. Education is declined due to his regime, and as a result many people were uneducated. And the flourishment in politcal science in Chile were under their ruler which holds the power over them.

    2. The 3 basic political science concepts that will be useful to me in the future are: Power, Order and Justice.
These 3 concepts are useful and helpful to me in the sense that if there is Order- there are rules, laws or regulations that I have to follow or standards and guidelines in everything that I will do. Power- it is useful in the sense that it is within my authority, capacity or control to do or implement those orders given or imposed. And Justice- to determine if what I do is right or wrong. Through these I can consider myself as a leader as well as a good follower. Knowing these concepts are really helpful for me not just being a student but a good citizen of our society.
